Under the Regulatory Reform (Fire Safety) Order 2005, the ‘responsible person’ - that is the owner, manager or employer - must carry out a fire safety risk assessment and implement and maintain a fire management plan.

However, most people including professionals in the industry find the guidance confusing. Indeed, the courts continue to see prosecutions brought against those found to be in breach of legislation particularly as standards of fire risk assessments continue to suffer, with around 40 per cent of audited premises found to be unsatisfactory by the Fire and Rescue Service.

We believe consideration needs to be given to how the current process can be made easier for all concerned, most importantly the responsible person but also those in the supply chain who may also need guidance at various stages.

On behalf of the Make Britain’s Buildings Safe Campaign, we are pursuing ways of introducing a Building Compliance Code of Practice. This would provide an easy-to-use step-by-step guide to the process of fire safety building management.

This would include information about the key stages of design for new build, products, risk assessment, installation, management, inspection, maintenance and audit and how to seek professional advice at each stage.
